China’s New Year Ambitions for Latin America and the Caribbean States

China and the China-Community of Latin American and Caribbean States (CELAC) members updated their roadmap in the forum Joint Action Plan (2022-2024) for cooperation in various areas. China’s engagement with countries in Latin America and the Caribbean grew significantly in the past decade.

The Chinese government describes its cooperation with the region as strong. The Chinese government is focused on numerous areas such as agriculture, energy, trade, and investment for improvement.

The new plan

The new plan reinforces China’s intentions to expand its engagement with Latin America and the Caribbean across a broad range of sectors. Reportedly, China sees CELAC as a strategic vehicle for multilateral engagement. China also sees CELAC as a mechanism for political coordination for regional integration.

Reportedly, China pledged to “support the parallel advancement and mutual promotion” of the Forum on Latin America and East Asia Cooperation. Competition between China and Taiwan in the region remains tough. Reportedly, eight countries maintain diplomatic relations with Taipei and the remaining 25 recognize Beijing. China wants to continue flipping the eight remaining countries that have diplomatic relations with Taiwan in the Western Hemisphere.

However, the new plan does not have a section on security cooperation. Reportedly, ongoing defense cooperation initiatives were not mentioned in the new documents. However, it mentioned support for the ongoing China-Latin America Superior Defence Forum.

The document also mentions the promotion of cooperation in the aeronautical sector including both private companies and governments.

The document also mentions collaboration in Antarctica. Many factors underpin the need for increased cooperation in Antarctica. China does broader research and puts logistic efforts in collaboration with Antarctica.

In law enforcement, the document mentions China’s intention to expand collaboration with Latin American governments in a range of areas including cybersecurity and the fight against corruption in the region.

This issue is not unique to Bangladesh, as other nations like Myanmar have also encountered problems with Chinese fighter jets, according to an ET report. Experts in the Chinese defense industry argue that Beijing lacks the expertise to manufacture highly sophisticated military hardware and is not yet considered a top-tier producer of modern defense equipment. They claim that much of China's weapon systems are based on outdated technology copied from the West. Developing countries often opt for Chinese weapons due to their lower cost compared to similar systems from Western countries. China sells arms through state-run export organizations like the Aviation Industry Corporation of China (AVIC), NORINCO, and CVIC. Sources familiar with the matter told ET that the Bangladesh mil...
