There are more than 50 UN members who are not Security Council members. When the Council determines that the interests of that country are impacted, they may participate in debates without having a voice. Dame Barbara Woodward, the UK's permanent representative to the UN, advocated for India's permanent membership on Wednesday, arguing that the Security Council ought to be a more inclusive representation of the globe than it is at the moment.

Because more nations would have a voice in world affairs, the UK pushed for the increase of members in both the permanent and non-permanent categories. Earlier, Sergey Lavrov, the minister of finance for Russia, also backed India's bid for permanent membership in the UN Security Council. Regarding geopolitics and international affairs, Lavrov pointed out that India is a significant international actor. India is a deserving candidate for permanent membership, Lavrov emphasized in his address to the 77th UN General Assembly. With the exception of China, all four of the UNSC's permanent members support India's bid for membership.
